🔻The "Six-Person Team" Puzzle in the Iranian Government
Masoud Pezeshkian recently referred to a "six-person team" in the Iranian government that "has the authority to make decisions regarding the ongoing crisis with the U.S., and decisions are implemented in coordination with them." Following the publication of these remarks in an interview with CBS, official Iranian media released narratives about the composition of the six-person team, which were mostly similar regarding five members but differed on the sixth. The consistent part of the narratives often focused on the President, the Speaker of Parliament, the Secretary of the Supreme National Security Council, the Chief of Staff of the Armed Forces, and the Commander-in-Chief of the IRGC, although some identified the sixth member as the head of the judiciary and others as the foreign minister.
Masoud Pezeshkian's mention of this team was significant, but it was neither the first time such a reference was made nor a sign of a key transformation in the overarching decision-making structure, or, for example, the establishment of an institution with similar importance to the Supreme National Security Council.
Last July, Abbas Araghchi, in an interview with the YouTube program "The War Story," stated that the framework for negotiations with the U.S. is determined by a council known as the "six-person committee." However, his explanations indicated that the position of this committee is lower than the Shura (Supreme National Security Council) and is at the level of one of its internal working groups. In his discussion, Abbas Araghchi specifically spoke of a committee "within the secretariat" of the Shura that was initially called the "nuclear committee," then the "negotiation committee," and ultimately became known as the "six-person committee." According to his statements, this committee had been active long before the forty-day war and operated under the responsibility of Ali Shamkhani and then Ali Larijani during their tenures as secretaries of the Shura.
Of course, Abbas Araghchi's narrative about this committee being under the secretary's responsibility raised the ambiguity of whether its leadership, like the Shura, is with the President or if it refers to a six-person group that does not include the President but presents its conclusions to the head of the government.
In any case, Abbas Araghchi emphasized that the committee's decisions must "go exactly like the resolutions of the Supreme Council, be approved, and then communicated," which seemed to refer to the necessity of approval of resolutions by the Leader of the Islamic Republic. He also positively responded to the question of whether the approval of the (temporary) ceasefire at the end of the forty-day war was "with the opinion of Agha Mojtaba," although regarding the method of approval, he said: "Our connection was with those who were intermediaries, and issues were communicated through them."
It is noteworthy that Masoud Pezeshkian, who had reported two meetings with the new Leader of the Islamic Republic in August, also referred to those same two meetings in his interviews during his trip to the U.S., indicating that he had not had a new meeting with the highest authority of the government.
In other words, seven months into Mojtaba Khamenei's leadership, the connection between government teams and the Leader still relies on the "intermediary" circle, about which various speculations have been raised. Among them are speculations that consider Hossein Taeb, the new head of the Basij Organization, as an influential figure in this circle.

🔻معمای «تیم شش‌نفره» در حکومت ایران
مسعود پزشکیان اخیرا به «تیمی شش‌نفره» در حکومت ایران اشاره کرد که در مورد بحران جاری با آمریکا «اختیار دارند تصمیم بگیرند و تصمیمات با هماهنگی آنها اجرا می‌شود». به دنبال انتشار این اظهارات در مصاحبه با سی‌بی‌اس، رسانه‌های رسمی ایران روایت‌هایی را از ترکیب تیم شش‌نفره منتشر کرده‌اند که عمدتا در مورد پنج نفر مشابه و در مورد نفر ششم متفاوت بوده‌اند. بخش ثابت روایت‌ها اغلب بر رئیس‌جمهور، رئیس مجلس، دبیر شورای عالی امنیت ملی، رئیس ستاد کل نیروهای مسلح و فرمانده کل سپاه تمرکز داشته، هرچند نفر ششم را برخی رئیس قوه قضاییه و برخی وزیر خارجه دانسته‌اند.
اشاره مسعود پزشکیان به وجود این تیم، البته اهمیت داشت، ولی این اشاره نه اولین بار بود که صورت می‌گرفت و نه نشانه تحولی کلیدی در ساختار تصمیم‌گیری کلان، یا مثلا ایجاد نهادی با اهمیتی مشابه شورای عالی امنیت ملی بود.
در تیرماه گذشته، عباس عراقچی در مصاحبه‌ای با برنامه یوتیوبی «ماجرای جنگ» گفته بود چارچوب مذاکرات با آمریکا در شورایی تعیین می‌شود که به «کمیته شش‌نفره» معروف است. توضیحات او اما نشان می‌داد که جایگاه این کمیته پایین‌تر از شعام ـ شورای عالی امنیت ملی ـ و در حد یکی از کارگروه‌های داخلی آن است. عباس عراقچی در گفتگوی خود، مشخصا از کمیته‌ای «در داخل دبیرخانه» شعام سخن گفت که ابتدا «کمیته هسته‌ای» و سپس «کمیته مذاکره» نام گرفته و در نهایت به «کمیته شش‌نفره» معروف شده است. مطابق اظهارات او، این کمیته از مدت‌ها قبل از جنگ چهل‌روزه فعال بوده و در زمان‌های دبیری علی شمخانی و سپس علی لاریجانی در شعام، به‌ترتیب تحت مسئولیت این دو نفر فعالیت می‌کرده است.
البته روایت عباس عراقچی از قرار داشتن این کمیته زیر مسئولیت دبیر شورا، این ابهام را ایجاد می‌کرد که آیا ریاست آن، مانند شعام، با رئیس‌جمهور است یا اینکه سخن از جمعی شش‌نفره است که رئیس‌جمهور را شامل نمی‌شود، ولی جمع‌بندی‌های خود را به رئیس دولت ارائه می‌کند.
در هر صورت، عباس عراقچی تاکید داشت که تصمیم‌های کمیته باید «عینا مانند مصوبات شورای عالی می‌رفت، تایید می‌شد و بعد ابلاغ می‌شد»، که اشاره‌ای به لزوم تایید مصوبات از سوی رهبر جمهوری اسلامی به نظر می‌رسید. او همچنین، به این سوال که آیا تصویب آتش‌بس (موقت) در پایان جنگ چهل‌روزه «با نظر آقا مجتبی» بود یا نه، پاسخ مثبت داد، هرچند در مورد شیوه تصویب گفت: «ارتباط ما با کسانی بود که رابط بودند و مسائل از آن طریق منتقل شد.»
قابل تامل است که مسعود پزشکیان، که در مرداد ماه از دو نوبت دیدار با رهبر جدید جمهوری اسلامی خبر داده بود، در مصاحبه‌هایش در سفر آمریکا هم به همان دو مرتبه ملاقات خود با رهبر اشاره کرد، که نشان می‌داد دیدار جدیدی با مقام اول حکومت نداشته است.
به عبارت دیگر، با گذشت هفت ماه از رهبری مجتبی خامنه‌ای، ارتباط تیم‌های حکومتی با رهبر کماکان به حلقه «رابط» اتکا دارد که، در مورد آن حدس‌های متنوعی مطرح شده است. از جمله، گمانه‌زنی‌هایی که حسین طائب رئیس جدید سازمان بسیج را از افراد موثر این حلقه می‌دانند.
