However, the Islamic Republic has been using flogging for years; not only for ordinary crimes but also as a judicial tool to suppress protesters, political prisoners, women, artists, and human rights defenders. This tool aims not only to inflict physical pain but also to humiliate, silence, and deter individuals from dissenting and protesting in the future.

    🔸 The Boroumand Foundation has documented at least 173 cases of flogging related to the "Women, Life, Freedom" protests, and it is currently in the process of documenting the same pattern following the protests in January 2025.

    🔸 Since the judicial process is not transparent and many victims and survivors are reluctant to report such deeply humiliating punishments, documenting the true extent of the judiciary's use of flogging remains challenging. Nevertheless, this work is vital for revealing the patterns of government repression, preserving evidence to hold perpetrators accountable, and challenging the Islamic Republic's use of torture.
