The press conference of government spokesperson Masoud Bezhakian on Tuesday, May 22, turned into a heated exchange between journalists and Fatemeh Mohajerani due to the internet situation. The government spokesperson emphasized that "Internet Pro" is being utilized under the approval of the Supreme National Security Council, which is chaired by Masoud Bezhakian. He also stressed that this internet is specifically for businesses. [While many people without businesses also received messages to buy Pro.]

Fatemeh Mohajerani stated that given the wartime situation, public internet will not be connected for now. In response to numerous journalists' questions about the internet situation, especially "Internet Pro," she said, "We are in a wartime situation. The President, as the head of the Supreme National Security Council, is pursuing the rights of the people, but we are in a wartime situation, and after the special conditions end, the internet will return to its previous state."

After these remarks, several journalists attempted to remind the government of its commitments regarding the internet connection. Mohajerani addressed them, saying, "When the President of the United States says that the ceasefire is connected to artificial respiration, what do you expect?"

Fatemeh Mohajerani, spokesperson for the Islamic Republic government, referring to the prolonged internet outage in Iran, said that internet is the right of the people and their anger is completely justified. However, she continued to emphasize: "The cause of this anger is the enemies who disrupt our security environment." She added: "Media should help establish this discourse. The government supports free access."

According to the American publication The Wall Street Journal, the United Arab Emirates has secretly conducted military attacks against Iran; a matter that, according to sources familiar with the publication, could position the UAE as one of the active parties in the conflict with Iran.

Sources close to The Wall Street Journal have stated that the attacks that the UAE has not publicly confirmed so far include an assault on a refinery on Lavan Island in the Persian Gulf.

In early April, coinciding with the announcement of a ceasefire by Donald Trump, several airstrikes targeted Iranian oil facilities in the country's islands and what are referred to as the continental shelf areas of the National Iranian Oil Company, resulting in widespread fires and the shutdown of a significant portion of the Lavan refinery for several months.

At that time, Iran announced that this refinery was targeted in a "hostile attack" and, in response, launched a wave of missile and drone attacks against the UAE and Kuwait.

Axios reported that Donald Trump will hold a meeting on Monday, May 10, 2026, with members of his national security team regarding the continuation of the war with Iran and the possibility of resuming military action against the Islamic Republic.
According to the report, three American officials stated that negotiations between Tehran and Washington reached a deadlock on Sunday, which has put military options back on the table.
Axios, citing American officials, wrote that Trump still seeks an agreement to end the war, but Iran's rejection of many of the U.S. demands and Tehran's refusal to make serious concessions regarding its nuclear program have increased the likelihood of military action.

Ismail Baqaei, the spokesperson for the Ministry of Foreign Affairs of the Islamic Republic, said at a press conference on Monday, May 21, 1405, that Tehran's current priority is "ending the war" and not making decisions about the future of Iran's nuclear program or uranium reserves.

In part of his remarks, without naming any specific government or individual, he stated: "We have not yet settled accounts with those who have committed aggression against us."

In response to Vladimir Putin's comments about Russia's readiness to transfer Iran's uranium reserves, Baqaei said: "At this stage, our focus is on ending the war. Decisions regarding the nuclear issue, Iran's enriched materials, and related enrichment discussions will be addressed when the time comes."

He also mentioned that the Islamic Republic has "continuous communication" with China, stating: "The Chinese are well aware of our positions." Baqaei claimed that China, like the Islamic Republic, views U.S. actions as part of a process of "escalating unilateralism."

In another part of his speech, the spokesperson described the U.S. as "the biggest threat to international peace and security" and said: "The Islamic Republic of Iran has proven to be a responsible power in the region. We are not bullies; rather, we are against bullying."

Ismail Baqaei referred to the attacks by the U.S. and Israel against the Islamic Republic, saying: "Is attacking a country, destroying its infrastructure, and assassinating its leader and citizens not an example of responsible action?"

He also defended Tehran's positions in response to Donald Trump's criticisms of the Islamic Republic's proposed plan, stating: "We did not ask for any privileges. The only thing we demanded is Iran's legitimate rights."

In response to the U.S. President's remarks, he said: "I leave it to the people to judge whether Iran's demand for an end to the war in the region, stopping maritime piracy against Iranian ships, and the release of assets belonging to the Iranian people that have been unjustly held for years is excessive."

He further stated: "Everything we proposed in the plan was reasonable and generous and is for the good of the region and the world."

⭕️ CNN's report on tiered internet: "Imagine entering the internet with hardship and seeing those who have unrestricted access behaving as if everything is normal."

♦️ In a field report, CNN highlights the internet shutdown and the rise of tiered internet in Iran, stating that the internet blackout has now lasted over two months, marking the longest recorded disruption to date.

For millions whose lives and incomes depend on the internet, this situation has been devastating. Faraz, a 38-year-old resident of Tehran, told CNN: "Imagine struggling with unemployment and insane inflation, and somehow managing to scrape together 500,000 to 1 million tomans just to buy a few gigabytes of VPN to access X or other platforms, see the news, and have a voice."

He added: "Then, in the midst of all this stress and anger, when you finally manage to open X or Telegram, you see those who have unrestricted access behaving as if everything is normal; it really feels like a punch to the chest."

The average monthly salary in Iran is estimated to be between 20 to 35 million tomans. CNN writes that the Pro internet has deepened the vast divide between the rich and the poor.

The website "Khabar Online" reported that this scheme has "divided Iranian society into two distinct classes: digital elites who benefit from fast, unfiltered internet for business, education, and communication, and digital serfs who are trapped in severe restrictions, slow speeds, and high costs of black market VPNs."

The price of black market VPNs has skyrocketed, and according to the "Human Rights Activists in Iran" organization based abroad, the internet shutdown has caused approximately $1.8 billion in damages to Iranians over the past two months; a figure that aligns with estimates from the Iran Chamber of Commerce.

The newspaper Etemad wrote: "The internet shutdown—which itself was a source of income for a large number of virtual businesses—has created a critical and complex situation." Reports from within Iran indicate that "Pro internet" operates through a "whitelist" at the level of telecommunications operators and based on "white SIM cards"; meaning some SIM cards, mobile accounts, or entities are exempt from the country's filtering system.

Unlike VPNs, which bypass censorship by encrypting internet traffic, "Pro internet" apparently routes approved users through paths with fewer restrictions. It is said that holders of white SIM cards still have access to the complete global internet.

According to reports, the cost of Pro internet for an annual 50-gigabyte package is about 2 million tomans, in addition to an activation fee of 2.8 million tomans and about 40,000 tomans for each additional gigabyte. In contrast, regular internet—which is now severely restricted—costs about 8,000 tomans per gigabyte, which has forced many to resort to using VPNs.

Axios: President Trump said in a brief phone call to Axios on Sunday that Iran will reject the latest draft agreement to end the war. Shortly after this call, Trump referred to Iran's response as "totally unacceptable!" in a post on Truth Social.

Trump told Axios that he spoke with Israeli Prime Minister Benjamin Netanyahu on Sunday and discussed, among other issues, Iran's response. He said of Netanyahu, "It was a very good call. We have a good relationship." However, he added that the Iran negotiations are "my issue, not anyone else's."

In this brief interview, Trump did not clarify whether he intends to continue negotiations or possibly consider military action. Senator Lindsey Graham, a Republican from South Carolina, wrote on X that Trump should now consider military action; a position Graham has repeatedly emphasized throughout the one-month ceasefire. He wrote, "Given their ongoing attacks on international shipping, continuous assaults on our allies in the Middle East, and now their completely unacceptable response to America's diplomatic proposal, I believe it's time to consider a change in course." Graham wrote, "The Freedom Plus project looks very good right now"; a reference to the naval operation to guide ships through the Strait of Hormuz, which Trump abruptly halted after less than 48 hours.

On Sunday evening, May 20, the Wall Street Journal published details of Iran's response to the U.S. peace proposal, citing informed sources.

According to the newspaper, Iran's response, which was conveyed to Washington through Pakistan as a mediator, still leaves significant differences between the two sides.

Sources from the Wall Street Journal stated that Tehran has not been willing to commit in advance regarding the fate of its nuclear program and high-enriched uranium reserves.

Iran has proposed that nuclear issues be negotiated within the next 30 days.

Iranian officials have also expressed readiness to dilute part of the enriched uranium and transfer another portion to a third country.

The Wall Street Journal reported that Tehran has opposed dismantling its nuclear facilities but has simultaneously indicated its willingness to suspend uranium enrichment; a suspension that, according to the newspaper, would be shorter than the 20-year halt proposed by the U.S.

Based on this report, Iran, in a multi-page response to the latest U.S. proposal to end the war, has called for an end to hostilities and the lifting of the blockade on Iranian ships and ports, suggesting that the Strait of Hormuz gradually be opened for commercial traffic.

The Wall Street Journal wrote that Iran, in return, has sought guarantees that if negotiations fail or the U.S. withdraws from the agreement in the future, the transferred uranium will be returned to Iran.

The President of the United States says that military operations in Iran are not over and that the U.S. military can target other objectives as well. Donald Trump, in an interview with American host Sheryl Attkisson, recorded last week and aired on Sunday, May 20, responded to the question of whether combat operations in Iran are finished by saying, "No, I didn't say that. I said they have failed, but that doesn't mean their work is done. We can take action for another two weeks and target each objective."

He noted that in the recent attacks by the U.S. and Israel, "probably 70 percent" of the targets were hit, adding, "We have other targets that we can probably attack. But even if we don't do that, it will take years for them to rebuild."

Mr. Trump's remarks seem to have been made before Iran sent its response to the latest U.S. proposal for this agreement, although he had rejected Iran's previous proposals.

In the interview with Sheryl Attkisson, the U.S. President also spoke about Iran's enriched uranium, which is buried deep underground in facilities targeted during last year's 12-day war, saying, "At some point, we will get it... We have that area under surveillance."

Trump added, "I created something called Space Force, and they are monitoring that area... If anyone approaches that site, we will be alerted and we will destroy them."

He has repeatedly indicated that any agreement with Iran should include the transfer of Iran's enriched uranium reserves to the U.S. Tehran has rejected such a request.

The U.S. President stated, "We cannot allow Iran to have nuclear weapons because they are crazy. We cannot give them nuclear access. Obama did that. If I hadn't canceled the Iran nuclear deal, they would have nuclear weapons now and would be using them against Israel and the Middle East, and maybe even beyond. You know, they actually have missiles that you saw can reach Europe."

When asked if it is true that combat operations against Iran are over, the U.S. President replied, "I didn't say that. I said they have failed, but that doesn't mean their work is done. We can take action for another two weeks and hit any target. We have specific targets that we have probably hit 70 percent of, but there are other targets we can hit."

Mr. Trump said that even if we don't do this, it will take many years for Iran to rebuild.

Benjamin Netanyahu, the Prime Minister of Israel, in an interview with CBS News about enriched uranium in Iran and the war against the Islamic Republic, said that Donald Trump told him he wants to go in there, and he believes this action is practically feasible. He added that if an agreement is reached and they can go in and dismantle this program, that would be the best way.

Netanyahu refrained from answering the question of what would happen if there is no agreement, stating that he does not set a timeline for this matter, but considers this mission very important.

IRNA, without providing further details, wrote: "According to the proposed plan, at this stage, the negotiations will focus on the issue of ending the war in the region."

Axios and Reuters reported last Wednesday that Washington and Tehran have come close to a "one-page memorandum of understanding" to end the war.

Reuters noted that this memorandum does not even mention the suspension of Iran's nuclear activities or the reopening of the Strait of Hormuz, which has been closed by the Revolutionary Guard.

In contrast, The Wall Street Journal reported that in the U.S. proposal, Tehran must prove that it is not seeking nuclear weapons, dismantle the Fordow, Natanz, and Isfahan facilities, halt underground nuclear activities, and also agree to stop enrichment for 20 years.

The President and Secretary of State of the United States stated on Friday that the Islamic Republic was expected to respond to the U.S. proposal by the end of that day.

However, the Islamic Republic chose to wait until Sunday, the day the markets closed, to respond, which was at 8 PM Eastern Time when the financial markets would begin the workweek.
