Majid Takht-Ravanchi, the political deputy of the Ministry of Foreign Affairs of the Islamic Republic, claimed in a meeting with the ambassadors and heads of foreign diplomatic missions and international organizations residing in Tehran that it has been agreed that the 10-point plan of the regime will serve as the basis for negotiations. He stated that Tehran does not seek a ceasefire that would allow the opposing side to rebuild its military capabilities and repeat attacks, and this has been clearly communicated to the opposing parties and Iran's friends; according to him, without specific guarantees, such a situation will not be repeatable.

مجید تخت‌روانچی، معاون سیاسی وزارت امور خارجه جمهوری اسلامی در نشستی با حضور سفرا و رؤسای نمایندگی‌های دیپلماتیک خارجی و سازمان‌های بین‌المللی مقیم تهران مدعی شد توافق شده است که طرح ۱۰‌بندی نظام به‌عنوان مبنای مذاکرات قرار گیرد. او گفت تهران خواهان آتش‌بسی نیست که به طرف مقابل اجازه بازسازی توان نظامی و تکرار حمله بدهد و این موضوع به‌صراحت به طرف‌های مقابل و دوستان ایران منتقل شده است؛ به گفته او، بدون تضمین‌های مشخص، چنین وضعیتی قابل تکرار نخواهد بود.
