The Islamic Republic's state television announced on Friday evening, April 21, that an Iranian delegation led by Mohammad Baqer Qalibaf, the Speaker of the Islamic Consultative Assembly, arrived in the capital of Pakistan for negotiations with the United States.

This state media outlet claimed that "if the other side accepts Iran's preconditions for starting negotiations, these talks will commence."

Qalibaf had previously stated that the end of Israeli attacks on Lebanon and the release of Iran's frozen assets would be prerequisites for starting negotiations. The second condition has been raised by the Islamic Republic for the first time.

State television reports that the Iranian delegation includes "security, political, military, economic, and legal committees," and announced that Abbas Araghchi, the Foreign Minister, Ali Akbar Ahmadian, the Secretary of the Defense Council, Abdolnaser Hemmati, the Governor of the Central Bank, and several members of parliament have traveled to Islamabad.

صداوسیمای جمهوری اسلامی شامگاه جمعه ۲۱ فروردین اعلام کرد هیئت ایرانی به «ریاست» محمدباقر قالیباف، رئیس مجلس شورای اسلامی، برای مذاکره با آمریکا وارد پایتخت پاکستان شد.

این رسانه حکومتی ادعا کرده «در صورتی که طرف مقابل پیش‌شرط‌های ایران برای آغاز مذاکرات را بپذیرد، این گفت‌وگوها شروع خواهد شد.»

قالیباف ساعتی پیش پایان حملات اسرائیل به لبنان و آزادسازی دارایی‌های مسدود شده ایران را به عنوان پیش‌شرط آغاز مذاکرات اعلام کرده بود. شرط دوم برای نخستین بار از سوی جمهوری اسلامی مطرح شده است.

صداوسیما می‌گوید هیئت ایرانی شامل «کمیته‌های امنیتی، سیاسی، نظامی، اقتصادی و حقوقی» است و خبر داد عباس عراقچی، وزیر خارجه، علی‌اکبر احمدیان، دبیر شورای دفاع، عبدالناصر همتی، رئیس‌کل بانک مرکزی، و شماری از نمایندگان مجلس به اسلام‌آباد رفته‌اند.
