The internet is not going to return to how it was for everyone. Only certain websites and services will be opened, and that too with specific IPs, domains, and ports. This means that if previously users could choose where to go, now the government determines in advance which places will be open and which will not. In simple terms, if the street was open before and you could choose where to go in the city, now you are only allowed to go to those few predetermined neighborhoods.

This document also shows other restrictions. For example, the size of files sent in domestic messaging apps at any one time should not exceed 5 megabytes. While even the size of a one-minute video recorded on a mobile phone often exceeds this limit. Or, for instance, a regular photo might be between 2 to 5 megabytes, which practically means sending one or two mobile photos.

قرار نیست اینترنت مثل قبل برای همه برگرده. قراره فقط بعضی سایت‌ها و سرویس‌ها، اون هم با آی‌پی، دامنه و پورت مشخص باز بشن.
یعنی اگر قبلا کاربر خودش انتخاب می‌کرد کجا بره، حالا این حکومته که از قبل تعیین می‌کنه چه جاهایی باز باشه و چه جاهایی نه. به زبون ساده، اگه قبلا خیابون باز بود و خودت انتخاب می‌کردی کجای شهر بری، حالا فقط اجازه داری به اون چند تا محله از قبل تعیین‌شده بری.

توی این سند محدودیت‌های دیگری هم دیده می‌شه.
مثلا حجم فایل ارسالی در پیام‌رسان‌های داخلی در هر نوبت، نباید بیشتر از ۵ مگابایت باشه.
در حالی که حتی حجم یک ویدیوی یک‌دقیقه‌ای که با موبایل ضبط شده هم خیلی وقت‌ها از این سقف بیرون می‌زنه. یا مثلا یک عکس معمولی ممکنه ۲ تا ۵ مگابایت حجم داشته باشه، که این در عمل می‌شه معادل ارسال یک یا دو عکس موبایلی.
