Rubio stated in this interview that the biggest obstacle to U.S. negotiations with officials of the Islamic Republic is that American diplomats are not dealing with a single party, but with a system that must first reach a conclusion in an internal battle between hardline realists and apocalyptic ideologues over the feasibility and content of any agreement.

مارکو روبیو، وزیر امور خارجه ایالات متحده، روز دوشنبه در گفتگو با شبکه خبری فاکس اعلام کرد پیشنهاد ایران برای بازگشایی تنگه هرمز برای آمریکا و دیگر کشورها قابل قبول نیست.
وزیرخارجه آمریکا، پس از اشاره به پیشنهاد ایران درباره مذاکرات از سوی مجری برنامه، گفت: منظور آنها از باز بودن تنگه این است که بله، تنگه باز است، به شرطی که با ایران هماهنگ کنید، از ما اجازه بگیرید، یا در غیر این صورت شما را هدف قرار می‌دهیم و باید به ما پول بپردازید.
روبیو تاکید کرد: این بازگشایی تنگه نیست. این آبراه‌ها بین‌المللی هستند و نمی‌توان پذیرفت یا عادی‌سازی کرد که کشوری تعیین کند چه کسی اجازه استفاده از یک آبراه بین‌المللی را دارد و برای استفاده از آن چه مبلغی باید پرداخت شود.

روبیو با رد مرزبندی‌های سنتی میان میانه‌روها و تندروها، تاکید کرد تمامی طبقه سیاسی حاکم بر ایران در زمره تندروها قرار دارند، اما میان آن‌ها بر سر نحوه بقای کشور اختلافی بنیادین وجود دارد.
او این طبقه را به دو طیف تقسیم کرد: نخست، تندروهایی که بر ضرورت اداره اقتصاد و تامین معیشت مردم برای جلوگیری از فروپاشی تاکید دارند و دوم، هسته سخت قدرت شامل رهبری و سپاه پاسداران که با نگاهی ایدئولوژیک و آخرالزمانی، به پیامدهای اقتصادی بی‌توجه هستند.
به گفته وزیر امورخارجه ایالات متحده، این تنش درونی اکنون با ابهام در وضعیت رهبری مجتبی خامنه‌ای و عدم حضور عمومی او به اوج خود رسیده و اعتبار نظام را با چالشی جدی مواجه کرده است.
روبیو در این گفتگو اعلام کرد بزرگترین مانع مذاکرات آمریکا با مقام‌های جمهوری اسلامی این است که دیپلمات‌های آمریکایی نه با یک طرف واحد، بلکه با سیستمی روبرو هستند که ابتدا باید در نبردی داخلی میان واقع‌گرایان تندرو و ایدئولوگ‌های آخرالزمانی بر سر امکان و محتوای هرگونه توافق به نتیجه برسد.
