Rasoul Falahati, the Friday prayer leader of Rasht, said: "The Quran explicitly emphasizes the necessity of hijab; shame on you, the unveiled; if these people decide, they will make life unbearable for the unveiled."
He added: "Oh husband and brother, where has your honor gone that you bring your wife and sister out like this?"
Falahati continued: "Being unveiled in this filthy manner is no longer tolerable. If the people decide, you will no longer be able to leave your house. This is opposition to the system, the Quran, and God."

The Friday prayer leader of Rasht, while threatening women who do not adhere to mandatory dress codes, addressed the attendees at government gatherings, saying: "These (women without mandatory covering) do not sympathize with you when they come to the streets; if they are Muslims, they must adhere to the clear command of the Quran, which is hijab. Death to those who oppose the Quran."
In another part of this speech, while calling the "fathers, husbands, and brothers" of women who do not observe mandatory hijab "without honor," he said: "These women and girls with hijab have hearts full of hatred and concern for you unveiled ones."

رسول فلاحتی، امام جمعه رشت گفت: «قرآن به صراحت به لزوم حجاب تاکید می‌کند، ای بی‌حجابان، شرمتان باد؛ اگر این مردم تصمیم بگیرند، دمار از روزگار بی‌حجاب‌ها درمی‌آورند.»
او افزود: «ای شوهر و برادر، غیرتت کجا رفته که زن و خواهرت را با این وضع بیرون می‌آوری؟»
فلاحتی ادامه داد: «بی‌حجابی با این وضع کثیف دیگر غیرقابل تحمل است. اگر مردم تصمیم بگیرند، دیگر نمی‌توانید از خانه‌تان بیرون بیایید. این مخالفت با نظام و قرآن و خداست.»

امام جمعه رشت ضمن تهدید زنانی که پوشش اجباری را رعایت نمی‌کنند، خطاب به حاضران در تجمعات حکومتی گفت: «اینان (زنان بدون پوشش اجباری) اگر به خیابان می‌آیند با شما همدرد نیستند، اگر مسلمان هستند باید صریح قرآن یعنی حجاب را رعایت کند. مرگ بر مخالف قرآن.»
او در بخشی دیگر از این سخنرانی ضمن «بی‌غیرت» خواندن «پدران، شوهران و برادران» زنانی که حجاب اجباری را رعایت نمی‌کنند، گفت: «این زنان و دختران با حجاب قلبشان مالامال از کینه و نگرانی از شما بی‌حجاب‌هاست.»
