Al Jazeera news network reports that it has learned details of Iran's proposal to the U.S. for resuming negotiations and ending the war. Iran and the U.S. have not yet officially responded to this report.

According to Al Jazeera, citing sources, Iran's proposal includes three main phases, with the first phase comprising the following:

▪️ Turning the ceasefire into a complete end to the war within "thirty days"
▪️ Establishing an international body to ensure there is no return to war
▪️ Ending the war across the region and mutual commitments from Iran and the U.S. not to attack each other
▪️ This non-aggression commitment includes Iran's allies in the region as well as Israel
▪️ Gradual reopening of the Strait of Hormuz, with Iran taking responsibility for mine clearance and not opposing U.S. assistance in this task
▪️ Gradual lifting of the blockade on Iranian ports in a manner consistent with the reopening of the Strait of Hormuz and the withdrawal of U.S. forces from the shores of Iran and the end of combat readiness

According to Al Jazeera's sources, in Iran's proposal, nuclear negotiations are deferred to the second phase, which includes the following:

▪️ Complete cessation of uranium enrichment for a maximum of 15 years, after which 3.6% enrichment would be allowed without stockpiling
▪️ Rejection of any dismantling of infrastructure or destruction of Iran's nuclear facilities

Al Jazeera reports that Iran's proposal regarding high-enriched uranium reserves considers options such as sending it abroad or reducing the enrichment level. It also emphasizes the need for a clear mechanism for lifting sanctions in exchange for nuclear actions.

Sources told Al Jazeera that according to Iran's proposal, the lifting of sanctions and gradual release of blocked assets would be determined according to a specific timeline.

In the third phase of the agreement, Tehran proposes to engage in strategic dialogue with Arab countries and the region to establish a security system that encompasses the entire region.

شبکه خبری الجزیره می‌گوید که از جزئیات پیشنهاد ایران به آمریکا برای از سرگیری مذاکرات و پایان دادن به جنگ مطلع شده است. ایران و آمریکا هنوز به این گزارش واکنش رسمی نشان نداده‌اند.

شبکه الجزیره به نقل از منابعی نوشت که پیشنهاد ایران شامل سه مرحله اصلی است و مرحله اول آن شامل موارد زیر است:

▪️تبدیل آتش‌بس به پایان کامل جنگ ظرف «سی روز»
▪️ایجاد یک نهاد بین‌المللی برای تضمین عدم بازگشت به جنگ
▪️پایان جنگ در سراسر منطقه و تعهد متقابل ایران و آمریکا برای حمله نکردن به یکدیگر
▪️این تعهد به عدم تعرض شامل متحدان ایران در منطقه و همچنین اسرائیل می‌شود
▪️بازگشایی تدریجی تنگه هرمز، ایران مسئولیت پاکسازی مین‌ها را بر عهده می‌گیرد و با کمک آمریکا در این کار مخالفت نکند
▪️رفع تدریجی محاصره بنادر ایران به شیوه‌ای سازگار با بازگشایی تنگه هرمز و خروج نیروهای آمریکایی از سواحل ایران و پایان آرایش رزمی

به گفته منابع الجزیره در پیشنهاد ایران، مذاکرات هسته‌ای به مرحله دوم موکول شده که شامل موارد زیر است:

▪️توقف کامل غنی‌سازی اورانیوم برای حداکثر ۱۵ سال و بعد امکان غنی‌سازی ۳/۶ درصدی بدون ذخیره‌سازی
▪️رد هرگونه برچیدن زیرساخت‌ها یا تخریب تأسیسات هسته‌ای ایران

به گزارش الجزیره، پیشنهاد ایران درباره ذخایر اورانیوم با غنای بالا گزینه‌هایی مانند ارسال آن به خارج از کشور یا کاهش سطح غنا را در نظر می‌گیرد. بر لزوم سازوکاری روشن برای لغو تحریم‌ها در ازای اقدامات هسته‌ای هم تأکید شده است.

منابع به الجزیره گفتند که طبق پیشنهاد ایران، لغو تحریم‌ها و آزادسازی تدریجی دارایی‌های مسدود طبق یک جدول زمانی مشخص می‌شود.

در مرحله سوم توافق، تهران پیشنهاد می‌کند که برای ایجاد یک نظام امنیتی که کل منطقه را در بر بگیرد، وارد گفت‌وگوی استراتژیک با کشورهای عرب و منطقه‌ شود.
