Mohammad Ali Jafari, the commander of the "Baqiatollah" headquarters of the Islamic Revolutionary Guard Corps, said: "As long as the war does not end on all fronts, sanctions are not lifted, blocked funds are not released, damages caused by the war are not compensated, and the sovereignty of the Islamic Republic over the Strait of Hormuz is not recognized, there will be no further negotiations."
He added that with this level of distrust towards the U.S., it is natural for the negotiating team, under the guidance of the overall system, to set conditions that ensure all the legitimate rights of the Islamic Republic, and these conditions are our "minimum expectations."

محمدعلی جعفری، فرمانده قرارگاه «بقیهالله» سپاه پاسداران، گفت: «تا زمانی که جنگ در همه جبههها پایان نیابد، تحریمها برداشته نشود، پولهای بلوکهشده آزاد نشود، خسارتهای ناشی از جنگ جبران نشود و حق حاکمیت جمهوری اسلامی بر تنگه هرمز به رسمیت شناخته نشود، هیچ مذاکره دیگری در کار نیست.»
او افزود که با این سطح از بیاعتمادی به آمریکا، طبیعی است تیم مذاکرهکننده با هدایت کلیت نظام، شروطی را مشخص کند که همه حقوق مسلم جمهوری اسلامی را تامین کند و این شروط «حداقل انتظارات» ما است.
