در بیانیه رسمی دولت بریتانیا، از جمله این اعمال خصمانه به «طراحی حمله و ارائه خدمات مالی به گروه‌هایی که در پی بی‌ثبات کردن بریتانیا و دیگر کشورها هستند» اشاره شده است.
