The IRNA news agency announced that it has accessed a preliminary unofficial document outlining a 14-point framework for a potential agreement between Iran and the United States. According to Iranian media, the document is not yet finalized but contains details regarding the situation in the Strait of Hormuz and the U.S. military presence in the region.

According to the report, the draft states that the U.S. commits to withdrawing its military forces from around Iran and halting maritime blockade. In return, Tehran also commits to restoring the passage of commercial ships through the Strait of Hormuz to pre-war levels within one month.

The document specifies that military vessels will not be included in the agreement, and the management of the movement of commercial ships in the Strait of Hormuz will be conducted in cooperation with Iran and the Sultanate of Oman.

IRNA also reported that the final framework of the agreement has not yet been drafted, and Iran has emphasized that no practical actions will be taken without a "verification mechanism" or assurance mechanism in place.

In another part of the report, it is mentioned that if the two sides reach a final agreement within the next 60 days, this understanding could be approved in the form of a binding resolution in the United Nations Security Council.

خبرگزاری صداوسیما اعلام کرد به یک سند غیررسمی اولیه از چارچوب ۱۴ بندی تفاهم احتمالی میان ایران و آمریکا دسترسی پیدا کرده، سندی که به گفته رسانه‌های ایرانی، هنوز نهایی نشده اما حاوی جزئیاتی درباره وضعیت تنگه هرمز و حضور نظامی آمریکا در منطقه است.

بر اساس این گزارش، در پیش‌نویس منتشرشده آمده است که آمریکا متعهد می‌شود نیروهای نظامی خود را از اطراف ایران خارج کرده و محاصره دریایی را متوقف کند. در مقابل، تهران نیز تعهد می‌دهد ظرف مدت یک ماه، عبور کشتی‌های تجاری از تنگه هرمز را به سطح پیش از جنگ بازگرداند.

طبق مفاد این سند، کشتی‌های نظامی مشمول توافق نخواهند بود و مدیریت مسیر حرکت کشتی‌های تجاری در تنگه هرمز با همکاری ایران و سلطنت عمان انجام می‌شود.

صداوسیما همچنین گزارش داد که هنوز چارچوب نهایی تفاهم تدوین نشده و ایران تاکید کرده بدون وجود «سازوکار راستی‌آزمایی» یا همان مکانیزم اطمینان، هیچ اقدام عملی انجام نخواهد داد.
در بخش دیگری از این گزارش آمده است که اگر دو طرف طی ۶۰ روز آینده به توافق نهایی برسند، این تفاهم می‌تواند در قالب یک قطعنامه الزام‌آور در شورای امنیت سازمان ملل تصویب شود.
