The U.S. Secretary of State emphasized during a Senate hearing that America's first condition for negotiating with the Islamic Republic is the complete and unconditional reopening of the Strait of Hormuz.
He further stressed that reopening means restoring conditions to what they were before the war and allowing the free passage of all ships through this strategic waterway, without restrictions and like other waterways in the world.

He stated that opening the Strait of Hormuz is America's first condition, but simply doing this will not lead to the lifting of sanctions, and the removal of sanctions will be contingent upon certain conditions.

مارکو روبیو در جلسه کمیته روابط خارجی سنا گفت: «چیزی به نام نیروی دریایی جمهوری اسلامی وجود ندارد. آنچه باقی مانده تعدادی قایق کوچک است که روی آن‌ها مسلسل نصب شده و نیروی دریایی واقعی در کف اقیانوس قرار دارد.»
او افزود: جمهوری اسلامی همچنان تعداد زیادی پهپاد در اختیار دارد. توان بازدارندگی متعارف تهران به‌طور قابل توجهی تضعیف شده است.

وزیر امور خارجه ایالات متحده در جلسه استماع سنا تاکید کرد که شرط اول آمریکا برای مذاکره با جمهوری اسلامی، بازگشایی کامل و بدون قید و شرط تنگه هرمز است.
او در ادامه تاکید کرد که منظور از بازگشایی، بازگشت شرایط به پیش از جنگ و عبور و مرور آزاد تمام کشتی‌ها از این آبراه راهبردی، بدون محدودیت و مانند سایر آبراه‌های جهان است.

او گفت باز کردن تنگه هرمز شرط اول آمریکاست اما صرف این کار باعث برداشته شدن تحریم‌ها نخواهد شد و رفع تحریم منوط به شرایطی خواهد بود.
