Marco Rubio, the U.S. Secretary of State, stated in a Senate Foreign Relations Committee meeting that there are signs that Mojtaba Khamenei, the new leader of the Islamic Republic, is increasingly participating in the negotiation process, "although all his communications have been in writing and through intermediaries."
Mr. Rubio added: "Given the events that have occurred for multiple leaders in that system, I think a very public presence is probably not something that is advised for them internally."
He also rejected the idea of reducing sanctions in exchange for reopening the Strait of Hormuz in response to Democratic Senator Chris Murphy, stating that any reduction in sanctions should occur only after significant concessions on the nuclear issue and enriched uranium.

مارکو روبیو، وزیر خارجه آمریکا در جلسه کمیته روابط خارجی سنا گفت که نشانه‌هایی وجود دارد مجتبی خامنه‌ای رهبر جدید جمهوری اسلامی در سطحی به شکل فزاینده‌ای در حال مشارکت در روند مذاکرات است، «اگرچه تمام ارتباطات او به صورت مکتوب و از طریق واسطه‌ها بوده است.»
آقای روبیو افزود: با توجه به اتفاقاتی که برای رهبران متعدد در آن سیستم رخ داده است، تصور می‌کنم که حضور بسیار علنی احتمالاً چیزی نیست که در داخل برای آن‌ها توصیه شود.
او همچنین در پاسخ به سناتور دموکرات کریس مورفی، کاهش تحریم‌ها در ازای بازگشایی تنگه هرمز را رد کرد و گفت که هرگونه کاهش تحریم‌ها باید پس از امتیازات عمده در مسئله هسته‌ای و اورانیوم غنی‌شده صورت گیرد.
