Al-Hadath reported that the United States and the Islamic Republic have approached a four-phase agreement that begins with a reduction of tensions and culminates in the nuclear file and regional security arrangements, with the transition from each phase to the next occurring after the "fulfillment of commitments."
According to this report, the first phase of the agreement includes halting direct military operations and avoiding any escalation of tensions or opening new fronts in the region. The second phase focuses on maritime security, reopening the Strait of Hormuz, and special security arrangements for maritime passages and energy lines.
As reported by Al-Hadath, the third phase of this agreement involves economic confidence-building, reducing some sanctions on the Islamic Republic, unblocking part of Iran's frozen assets, and providing facilities related to oil exports.
Based on this report, the fourth phase of the agreement is considered the most complex and may take months. This phase includes reviewing Iran's nuclear program, the level of uranium enrichment, and regional security arrangements and oversight mechanisms.

الحدث گزارش داد آمریکا و جمهوری اسلامی به توافقی چهار مرحله‌ای نزدیک شده‌اند که با کاهش تنش‌ها آغاز می‌شود و به پرونده هسته‌ای و ترتیبات امنیتی منطقه ختم خواهد شد و انتقال از هر مرحله به مرحله بعدی، پس از «اجرای تعهدات» انجام می‌شود.
طبق این گزارش، مرحله نخست توافق شامل توقف عملیات نظامی مستقیم و پرهیز از هرگونه تشدید تنش یا گشودن جبهه‌های جدید در منطقه است. مرحله دوم نیز بر امنیت کشتیرانی، بازگشایی تنگه هرمز و ترتیبات امنیتی ویژه گذرگاه‌های دریایی و خطوط انرژی متمرکز است.
به نوشته الحدث، مرحله سوم این توافق شامل اعتمادسازی اقتصادی، کاهش محدود برخی تحریم‌های جمهوری اسلامی، آزادسازی بخشی از اموال مسدودشده ایران و ارائه تسهیلات مرتبط با صادرات نفت است.
بر اساس این گزارش، مرحله چهارم توافق پیچیده‌ترین مرحله به شمار می‌رود و ممکن است ماه‌ها طول بکشد. این مرحله شامل بررسی برنامه هسته‌ای ایران، سطح غنی‌سازی اورانیوم و سازوکارهای نظارتی و ترتیبات امنیتی منطقه‌ای است.
