Nabavian was one of the members of the group that went to Islamabad with the negotiating team after the announcement of the ceasefire in the 40-day war.

Mojtaba Khamenei, who has not had any audio or video released since the announcement of his leadership, stated in a written message after the agreement was signed by the presidents of Iran and the United States that he had a "different opinion" but placed the responsibility on Masoud Pezeshkian, the head of the Supreme National Security Council, and other members of this council due to a "commitment" made to him.
