Marco Rubio, the U.S. Secretary of State, said in an interview with Fox News conducted by Lara Trump, the daughter-in-law of the U.S. President, that even if there is no official "regime change" in Tehran, the Iranian government "must" change its approach.

When Rubio was asked if Washington could "denuclearize" Iran without regime change in Tehran, he said:
"I think what needs to happen is that the government must change. You may not have regime change, but the government must change."

He added: "The Iranian government has traditionally had an expansionist approach outside its borders. Essentially, their view is that they do not want to just rule over Iran; they want to rule over the region. They want to export the revolution."

Rubio continued: "This approach must change, and the only way to change it is to raise the cost for them so high that they can no longer afford it."

مارکو روبیو، وزیر خارجه آمریکا، در مصاحبه‌ای با فاکس نیوز که لارا ترامپ، عروس رئیس‌جمهور آمریکا، انجام داد، گفت حتی اگر در تهران به‌طور رسمی «تغییر رژیم» رخ ندهد، حکومت ایران «باید» روش خود را تغییر دهد.

وقتی از روبیو پرسیده شد آیا واشینگتن می‌تواند بدون تغییر رژیم در تهران، ایران را «هسته‌ای‌زدایی» کند، او گفت:
«فکر می‌کنم آنچه باید رخ دهد این است که حکومت باید تغییر کند. ممکن است تغییر رژیم نداشته باشید، اما حکومت باید تغییر کند.»

او افزود: «حکومت ایران به‌طور سنتی رویکردی توسعه‌طلبانه در خارج از مرزهایش داشته است. در اصل، دیدگاه آنها این است که نمی‌خواهند فقط بر ایران حکومت کنند؛ می‌خواهند بر منطقه حکومت کنند. آنها می‌خواهند انقلاب را صادر کنند.»

روبیو ادامه داد: «این رویکرد باید تغییر کند و تنها راه تغییر دادن آن این است که هزینه‌اش را آن‌قدر برایشان بالا ببرید که دیگر قادر به پرداخت آن نباشند.»
