🔴 The use of corporal punishment is a brutal, inhumane, and humiliating practice that is unequivocally prohibited by international law. However, the Islamic Republic has been using flogging for years; not only for ordinary crimes but also as a judicial tool to suppress protesters, political prisoners, women, artists, and human rights defenders. This tool aims not only to inflict physical pain but also to humiliate, silence, and deter individuals from dissenting and protesting in the future.

🔸 The Boroumand Foundation has documented at least 173 cases of flogging related to the "Women, Life, Freedom" protests, and it is currently in the process of documenting the same pattern following the protests in January 2025.

🔸 Since the judicial process is not transparent and many victims and survivors are reluctant to report such deeply humiliating punishments, documenting the true extent of the judiciary's use of flogging remains challenging. Nevertheless, this work is vital for revealing the patterns of government repression, preserving evidence to hold perpetrators accountable, and challenging the Islamic Republic's use of torture.

🔴شلاق مجازاتی بی‌رحمانه، غیرانسانی و تحقیرآمیز است که طبق قوانین بین‌المللی به‌طور قاطع ممنوع شده است. با این حال، جمهوری اسلامی سال‌هاست از شلاق استفاده می‌کند؛ نه‌تنها برای جرایم عادی، بلکه به‌عنوان ابزاری قضایی برای سرکوب معترضان، زندانیان سیاسی، زنان، هنرمندان و مدافعان حقوق بشر؛ ابزاری که هدف آن نه‌فقط وارد کردن درد جسمانی، بلکه تحقیر، ساکت کردن و بازداشتن افراد از مخالفت و اعتراض در آینده است.

🔸بنیاد برومند پس از اعتراضات «زن، زندگی، آزادی» دست‌کم ۱۷۳ مورد مجازات شلاق مرتبط با اعتراضات را ثبت کرده است و در پی اعتراضات دی ماه ۱۴۰۴ نیز در حال مستندسازی همین الگوست.

🔸از آنجا که روند رسیدگی قضایی شفاف نیست و بسیاری از قربانیان و بازماندگان تمایلی به گزارش چنین مجازات عمیقاً تحقیرآمیزی ندارند، مستندسازی ابعاد واقعی استفاده دستگاه قضایی از شلاق همچنان دشوار است. با این حال، این کار برای آشکار کردن الگوهای سرکوب حکومت، حفظ شواهد برای پاسخ‌گو کردن عاملان و به چالش کشیدن استفاده جمهوری اسلامی از شکنجه، اهمیت حیاتی دارد.
