The Lebanese Foreign Minister says that normal relations with the Iranian representation in Lebanon can only be resumed when Tehran adheres to the established diplomatic protocols and follows the decisions of the Lebanese government.

Youssef Raji, in an interview with the newspaper "An-Nahar," reiterated his previous decision to label the ambassador of the Islamic Republic in Lebanon as an "unwanted element" and to expel him, stating: "The continued presence of the Iranian ambassador is a violation of a sovereign decision. This decision must be respected and does not accept any interpretation, exception, or compromise."

On April 4 of this year, the Lebanese government rejected the credentials of Mohammad Reza Raouf Sheibani, the Iranian ambassador to Lebanon, labeling him as an "unwanted element" and giving him a few days to leave the country.

However, the Iranian Foreign Ministry did not accept this decision, and the spokesperson for this ministry announced that the ambassador would continue his activities in Beirut.

Ismail Baqai at that time said: "The Iranian ambassador, considering the discussions raised by the relevant Lebanese parties and the conclusions drawn, will continue his work as ambassador in Beirut and remains there."

وزیر خارجه لبنان می‌گوید روابط عادی با نمایندگی ایران در لبنان تنها زمانی می‌تواند از سر گرفته شود که تهران مطابق با رویه‌های دیپلماتیک تعیین‌شده، از تصمیم دولت این کشور پیروی کند.

یوسف رجی در گفت‌وگو با روزنامه «النهار» با پافشاری بر تصمیم قبلی‌اش در «عنصر نامطلوب» خواندن سفیر جمهوری اسلامی در لبنان و اخراج او گفت: «ادامه حضور سفیر ایران نقض یک تصمیم حاکمیتی است. این تصمیم باید رعایت شود و هیچ تفسیر، استثنا یا مصالحه‌ای را نمی‌پذیرد».

دولت لبنان چهارم فروردین امسال با رد استوارنامه محمدرضا رئوف شیبانی، سفیر ایران در لبنان، او را «عنصر نامطلوب» خواند و چند روز فرصت داد تا خاک این کشور را ترک کند.

با این حال، وزارت خارجه ایران این تصمیم را نپذیرفت و سخنگوی این وزارتخانه اعلام کرد که سفیر همچنان در بیروت به فعالیت خود ادامه می‌دهد.

اسماعیل بقایی آن زمان گفت: «سفیر ایران با توجه به مباحثی که توسط جهات ذی‌ربط لبنانی مطرح شد و جمع‌بندی که صورت گرفت، به کار خود به عنوان سفیر در بیروت ادامه خواهد داد و کماکان در آن‌جا حضور دارد».
