Ismail Baqaei, spokesperson for the Ministry of Foreign Affairs of the Islamic Republic, announced on Monday that the Austrian chargé d'affaires in Tehran has been summoned following the news that a visa was not issued for Mohammad Eslami, head of Iran's Atomic Energy Organization, to attend the International Atomic Energy Agency's General Conference in Vienna. Baqaei stated that they know this decision was made under U.S. pressure, but this reality does not diminish Austria's responsibility.

According to an informed source who spoke with the Associated Press, Mohammad Eslami, the head of Iran's Atomic Energy Organization, is likely to miss the annual meeting of member states of the UN nuclear oversight body in Vienna for the first time in several years, as he has been banned from international travel.

This official stated that Austria had requested the UN sanctions committee to issue a travel exemption for Eslami, but this request was not accepted. This official, who was not authorized to comment on this sensitive issue, spoke on condition of anonymity.

As the host of the United Nations in Vienna, Austria can request travel exemptions for sanctioned officials so they can attend UN international meetings. According to this American news agency, Eslami's absence from the IAEA conference is another sign of the rapidly deteriorating relations between Iran and Western countries.

Since Israel and the U.S. attacked Iran's nuclear facilities during the 12-day war, the Islamic Republic has not allowed inspectors access to the damaged nuclear facilities from these attacks; meanwhile, Tehran is legally obligated to cooperate with the agency under its commitments within the framework of the Nuclear Non-Proliferation Treaty. The agency has also been unable to verify the status of Iran's uranium reserves, which are close to the level needed for nuclear weapon construction.

The reinstated UN sanctions include travel bans, conventional arms embargoes, restrictions on ballistic missile development, asset freezes, and prohibitions on producing technologies related to the nuclear program.

Despite this official's statements about the likelihood of Eslami's absence from the conference, the state news agency IRNA reported on Saturday that Eslami had left Tehran for Vienna to attend the conference and meet with representatives from various countries. Senior officials from IAEA member states are set to gather from Monday to Friday at the agency's headquarters in Vienna. They will decide on and approve the agency's budget and discuss other policy issues, including nuclear safeguards in the Middle East.

بقایی با اعلام این خبر گفت می‌دانیم که این تصمیم تحت فشار آمریکا گرفته شده است اما این واقعیت، چیزی از مسئولیت اتریش کم نمی‌کند.

به گفته یک مقام آگاه که با اسوشیتدپرس گفتگو کرده، محمد اسلامی، رییس سازمان انرژی اتمی ایران، برای نخستین بار در چند سال گذشته احتمالا در نشست سالانه کشورهای عضو نهاد ناظر هسته‌ای سازمان ملل متحد در وین شرکت نخواهد کرد، زیرا از سفرهای بین‌المللی منع شده است.

این مقام گفت اتریش از کمیته تحریم‌های سازمان ملل خواسته بود برای اسلامی معافیت از ممنوعیت سفر صادر شود، اما این درخواست پذیرفته نشد.
این مقام که اجازه اظهارنظر درباره این موضوع حساس را نداشت، به شرط ناشناس ماندن صحبت کرد.

اتریش به عنوان میزبان سازمان ملل متحد در وین می‌تواند برای مقام‌های تحریم‌شده درخواست معافیت از ممنوعیت سفر کند تا آنها بتوانند در نشست‌های بین‌المللی سازمان ملل حضور یابند.
به نوشته این خبرگزاری آمریکایی، حضور نیافتن اسلامی در کنفرانس آژانس بین‌المللی انرژی اتمی نشانه دیگری از وخیم‌تر شدن سریع روابط ایران و کشورهای غربی است.

از زمانی که اسرائیل و آمریکا در جریان جنگ ۱۲روزه به تاسیسات هسته‌ای ایران حمله کردند، جمهوری اسلامی اجازه دسترسی بازرسان آژانس به تاسیسات هسته‌ای آسیب‌دیده در این حملات را نداده است؛ این در حالی است که تهران بر اساس تعهدات خود در چارچوب پیمان منع گسترش سلاح‌های هسته‌ای، از نظر حقوقی موظف به همکاری با آژانس است.
آژانس همچنین نتوانسته است وضعیت ذخایر اورانیوم ایران با غنای نزدیک به سطح مورد نیاز برای ساخت سلاح هسته‌ای را راستی‌آزمایی کند.

تحریم‌های سازمان ملل که دوباره برقرار شدند، شامل ممنوعیت سفر، تحریم تسلیحاتی متعارف، محدودیت‌های مربوط به توسعه موشک‌های بالستیک، مسدود کردن دارایی‌ها و ممنوعیت تولید فناوری‌های مرتبط با برنامه هسته‌ای است.

با وجود اظهارات این مقام درباره احتمال عدم حضور اسلامی در کنفرانس، خبرگزاری دولتی ایرنا روز شنبه گزارش داد که اسلامی تهران را به مقصد وین ترک کرده است تا در کنفرانس آژانس شرکت کند و با نمایندگان کشورهای مختلف دیدار داشته باشد.
مقام‌های ارشد کشورهای عضو آژانس بین‌المللی انرژی اتمی قرار است از دوشنبه تا جمعه در مقر این نهاد در وین گرد هم بیایند.
آنها درباره بودجه آژانس تصمیم‌گیری و آن را تصویب خواهند کرد و درباره دیگر مسائل سیاست‌گذاری، از جمله پادمان‌های هسته‌ای در خاورمیانه، گفت‌وگو خواهند کرد.
