On Thursday, September 26, Russia and China vetoed the draft resolution proposed by the United States to extend the mission of the expert panel of the 1737 sanctions committee against the Islamic Republic of Iran during a United Nations Security Council meeting.

This meeting was held at the initiative of France, which is currently holding the rotating presidency of the Security Council in September, as part of the "non-proliferation" agenda. During the voting among the 15 members of the Security Council, the resolution received 11 positive votes but faced explicit opposition (veto) from Moscow and Beijing, as well as abstentions from Pakistan and Somalia. For a resolution to be adopted in this council, it must receive at least 9 affirmative votes and not be vetoed by any permanent members.

Diplomats had previously reported Russia and China's firm opposition to this proposal. Moscow and Beijing believe that with the definitive expiration of Resolution 2231 of the JCPOA in October 2025, all previous sanction mechanisms, including Committee 1737, lack any credibility or legal effect.

روسیه و چین روز پنجشنبه، ۲۶ شهریور، در نشست شورای امنیت سازمان ملل متحد، پیش‌نویس قطعنامه پیشنهادی ایالات متحده برای تمدید ماموریت هیات کارشناسان کمیته تحریم‌های ۱۷۳۷ علیه جمهوری اسلامی ایران را وتو کردند.

این نشست با ابتکار فرانسه که در ماه سپتامبر ریاست دوره‌ای شورای امنیت را بر عهده دارد، در چارچوب دستورکار «منع اشاعه» برگزار شد. در جریان رای‌گیری میان ۱۵ عضو شورای امنیت، این قطعنامه ۱۱ رای مثبت کسب کرد، اما با مخالفت صریح (وتو) مسکو و پکن و همچنین رای ممتنع پاکستان و سومالی مواجه شد. برای تصویب یک قطعنامه در این شورا، علاوه بر کسب حداقل ۹ رای موافق، وتو نکردن اعضای دائم الزامی است.

دیپلمات‌ها پیش‌تر از مخالفت قطعی روسیه و چین با این طرح خبر داده بودند. مسکو و پکن معتقدند که با انقضای قطعی قطعنامه ۲۲۳۱ برجام در اکتبر ۲۰۲۵، تمامی سازوکارهای تحریمی پیشین از جمله کمیته ۱۷۳۷ فاقد هرگونه اعتبار و اثر حقوقی هستند.
