Mohammad Baqer Qalibaf said on Sunday, September 29, in his pre-speech remarks: "The transmission of messages and clarification of our conditions has been explicitly communicated to the other side through intermediaries... and as long as these conditions are not met, the legitimate rights of the Iranian people are not recognized, and the commitments of the Americans are not fulfilled, there will be no opening for a return to previous negotiation conditions and the reopening of the Strait of Hormuz."

محمدباقر قالیباف روز یک‌شنبه، ۲۹ شهریورماه در نطق پیش از دستور خود گفت: «انتقال پیام‌ها و تبیین شروط ما از طریق میانجی‌ها با صراحت به طرف مقابل انجام شده... و تا زمانی که این شروط محقق نشده و حقوق حقه‌ ملت ایران به رسمیت شناخته نشود و تعهدات آمریکایی‌ها اجرا نشود، هیچ روزنه‌ای برای بازگشت به شرایط پیشین مذاکره و باز شدن تنگه‌ هرمز وجود نخواهد داشت.»
